God created his angelic family, who are called the Sons of Elohim. They rejoiced with God as He laid the foundations of the earth (Job. 38:4-7). God also created sons when He made mankind. The heavenly sons and the earthly sons comprise God's extended family who would work in tandem with the Father to accomplish His will.
To fulfill God's will, both families sit in council, participate in the decisions which flow out of the council, and then execute those decisions in their respective areas of jurisdiction. "On earth as it is in heaven" is more than a phrase to be recited from the Lord's Prayer; it is the pattern revealed in the Bible when the two families work together.
